In March 2023, the PAGE Real Estate & Construction Subcommittee prepared the attached white paper, "Policy recommendations for successful inclusion of BIPOC-owned General Contractors and Construction Managers in the Office of Economic Opportunity’s reporting for the City of Philadelphia," with the intent of creating a preliminary roadmap for increasing diversity, equity, and inclusion in the construction industry.
